Representative J. Becker and Representative Arndt, co-prime sponsors, presented SB17-129 concerning the electronic preservation of a plat recorded by a county clerk and recorder. The bill permits a county clerk and recorder to preserve an original plat in an electronic format, with the plat scanned at a minimum resolution of 300 dots per inch. If an electronic filing system is established, then the board of county commissioners is authorized to provide additional funding and space suitable for a county surveyor or any other appropriate local government official to store original mylar, paper, or polyester sheets of subdivision plats and land survey plats.
The representatives answered questions from the committee about storage space, plat preservation, and the process and technology needed to format the plats electronically.
11:16 AM -- Pam Anderson, representing the Colorado County Clerks Association, spoke in support of the bill. She answered questions from the committee and discussed plat maps, storage, county clerks, and the preservation and retention of the plats. She acknowledged this is a policy change from physically storing the plats, but believes the plats can be reproduced in the same format. She also emphasized that many counties do not have the space or proper conditions to store the plats.
11:19 AM -- Pam Bacon, representing the Colorado County Clerks Association, spoke in support of the bill. She answered questions from the committee about the different types of plat maps and county resources.
11:37 AM -- Paul Bacus, representing the Professional Land Surveyors of Colorado, spoke in support of the bill. He spoke about the inevitability of electronic preservation and that this bill is the first step in the process. He responded to questions from the committee about land surveyors, map size, and the technology involved with electronic preservation.

Representative J. Becker and Representative Arndt, co-prime sponsors, presented SB17-140 regarding the Torrens title registration system. Beginning January 1, 2018, the bill closes the Torrens title registration system to new applications to register land title in this state. The representatives also presented amendment L.001 (Attachment A). They explained that the amendment clarifies the steps involved with the new title registration application.
