Representative Herod presented House Bill 18-1432 to the committee. The bill adds discrimination based on source of income as a type of unfair housing practice. Under this bill, no person may refuse to lease residential housing based on a potential tenant's source of income; discriminate in the terms of a rental agreement based on a person's source of income, or based on a person's receipt of public housing assistance; include in any rental advertisement a limitation or preference based on source of income; or use representations related to a person's source of income to induce another person to rent or lease property.

SB18-247 - Referred to the Committee of the Whole

Representative Landgraf presented Senate Bill 18-247 to the committee, along with a handout [Attachment D]. This bill creates the Police Officers' and Firefighters' Continuation of Benefits Board (board) in the Department of the Treasury (Treasury). The board, which is to be staffed by the Treasury, is responsible for reviewing submissions from employers for the continuation of medical and dental benefits for the dependents of any employee who dies in a work-related death and whose duties were directly involved with the provision of police or fire protection services. The board consists of the State Treasurer or his or her designee, the executive director of the Department of Public Safety or his or her designee, and the executive director of the Fire and Police Pension Association or his or her designee. Board members serve without compensation, but must be reimbursed by the Treasury for any necessary expenses. The board is authorized to set policies and procedures as necessary to implement the program.

SB18-259 - Referred to House Appropriations

Representative Pabon presented Senate Bill 18-259 to the committee. This bill clarifies that marijuana excise taxes are due when marijuana is transferred between retail marijuana cultivation facilities. In addition, it makes changes to the authority of local governments to levy taxes on retail marijuana. These changes may shift excise tax revenue from municipalities to counties when a marijuana cultivation facility is annexed and reduce marijuana sales taxes to the Edwards Metropolitan District.
