The bill sponsors responded to questions from the committee. The bill creates the Community Behavioral Health Disaster Preparedness and Response Program in the Colorado Department of Public Health and Environment (CDPHE). The program is intended to enhance, support, and formalize behavioral health disaster preparedness and response activities of community behavioral health organizations. The CDPHE must promulgate rules as necessary to oversee the program; work with community behavioral health organizations to create, define, and publish eligibility criteria to participate in the program; and provide funding to community behavioral health organizations to help improve emergency preparedness. The bill also creates the Community Behavioral Health Disaster Preparedness and Response Cash Fund. The fund will contain any gifts, grants, and donations, as well as any other moneys appropriated to the fund by the General Assembly. Any unexpended money at the end of the fiscal year remains in the fund. 12:13:01 PM Frank Cornelia, Colorado Behavioral Healthcare Council, testified in support of the bill. 12:17:32 PM Makena Line, Mind Springs Health, testified in support of the bill. 12:20:41 PM Marissa VanDover, Mental Health Center of Denver, testified in support of the bill. 12:23:41 PM Thomas Olbrich, Jefferson Center, testified in support of the bill. 12:26:18 PM Mr. Cornelia, Mr. Olbrich, and Ms. VanDover responded to questions from the committee. 12:43:55 PM Ryan Nelson, Jefferson Center, testified in support of the bill. 12:46:56 PM Kirsten Anderson, Aurora Mental Health Center, testified in support of the bill. 12:50:16 PM Mark Stephenson, Aurora Community Mental Health, testified in support of the bill. 12:54:32 PM Aaron Carpenter, Legislative Council Staff, responded to questions from the committee. 12:57:21 PM The bill sponsors discussed Amendments L.001 and L.002 (Attachments A and B). 12:58:36 PM Motion Adopt Amendment L.001 (Attachment A) Moved Cutter Seconded Pelton Bradfield Cutter Gonzales-Gutierrez Holtorf Jodeh Larson Ortiz Pelton Ricks Woog Young Sirota Michaelson Jenet YES: 0 NO: 0 EXC: 0 ABS: 0 FINAL ACTION: Pass Without Objection 12:59:07 PM The bill sponsors and Mr. Carpenter responded to questions from the committee regarding Amendment L.002. 01:01:31 PM Motion Adopt Amendment L.002 (Attachment B) Moved Cutter Seconded Sirota Bradfield Cutter Gonzales-Gutierrez Holtorf Jodeh Larson Ortiz Pelton Ricks Woog Young Sirota Michaelson Jenet YES: 0 NO: 0 EXC: 0 ABS: 0 FINAL ACTION: Pass Without Objection 01:01:32 PM The bill sponsors and committee members made closing remarks on the bill. 01:08:05 PM Motion Refer House Bill 21-1281, as amended, to the Committee on Appropriations. Credentialed practitioners in a member state can apply for the privilege to practice in another member state, and the compact grants member states the authority to charge a fee for such privilege.
