Bill 23-1200, concerning improved outcomes for persons with behavioral
health disorders.  The bill creates a pilot program under the Behavioral
Health Administration (BHA) to provide vouchers to applicants for private
behavioral health care. Additionally, the bill requires the BHA to develop
a family input form for behavioral health entities and Medicaid providers.
 Representative Ricks discussed amendment L.007 (Attachment C).  The
bill sponsors responded to questions from the committee.

and Representative Bacon, co-prime bill sponsors, presented House Bill
23-1223, concerning the creation of a task force to establish shared guidance
for entities to utilize in prioritizing grant money to achieve maximum
impact to reduce negative outcomes for youth.  The bill creates a
task force in the Colorado Department of Public Health and Environment
to establish shared goals, objectives, and guidelines for governmental
agencies and community-based agencies to reduce youth violence, suicide,
and delinquency risk for target communities.  Specifically, the task
force must identify target communities; work to prioritize, align, and
pool government resources; and work to prioritize the distribution of existing
and new government grants.  The task force must be formed by December
2023, present preliminary findings to the General Assembly in January 2024,
and present its final report in January 2025.




The bill sponsors
provided a handout the committee (Attachment F).  Amendments L.001,
L.003, L.004, L.005, L.006 were distributed to the committee (Attachments
G through K).  The bill sponsors answered questions from the committee.
