Representative Lebsock, prime sponsor, presented House Bill 17-1046 to the committee. The bill updates terms in statute that refer to people with intellectual and developmental disabilities using outdated terminology. Under current law, the terms mentally retarded, mentally deficient person, mental deficiency, and mentally deficient are used; this bill replaces those terms with intellectual and developmental disability. Additionally, it replaces mental defect with mental illness, and physical defect with physical disability.

Representative Singer, prime sponsor, presented House Bill 17-1020 to the committee. The bill, recommended by the Legislative Oversight Committee Concerning the Treatment of Persons with Mental Illness in the Criminal and Juvenile Justice Systems (MICJS), modifies current law concerning funding and staff support for the MICJS task force. The bill allows state agencies to receive and expend gifts, grants, and donations to the task force and permits the Colorado Department of Human Services to provide staff assistance to the task force.

Representative Singer and the committee discussed action on House Bill 17-1024 without the presence of the bill sponsor. House Bill 17-1024, recommended by the Statutory Revision Committee, relocates laws governing the Commission on Family Medicine, an advisory body within the Department of Health Care Policy and Financing, from Title 25 to Title 25.5 in the Colorado Revised Statues. It also makes conforming amendments.

Representative Singer called the meeting back to order.



Representative Thurlow, prime sponsor, presented House Bill 17-1060 to the committee. A handout was distributed to the committee (Attachment C). The bill, recommended by the Statutory Revision Committee, repeals various reporting requirements for the Department of Health Care Policy and Financing that are scheduled for repeal, and adds a repeal date for statutes that are scheduled for repeal. Additionally, it indefinitely continues five reporting requirements that were scheduled for repeal. Representative Thurlow explained the charge and work of the year-round Statutory Revision Committee.
