01:56 PM -- HB17-1052

Representative Beckman, prime sponsor, presented House Bill 17-1052 to the committee. The bill increases the flexibility of the Child Welfare Allocation Committee and the Colorado Department of Human Services to consider various factors affecting the population of children in need of child welfare services when determining the formula for allocating county child welfare funding. Specifically, it removes the requirement that county funding allocations, expenditures, and caseloads over the previous three years be considered when setting the formula, as well as the prior year spending on and the number of families provided preventative family preservation services.

02:00 PM

Representative Beckman responded to questions from the committee regarding congregate care and block grants for rural communities.

02:04 PM --
Barbara Kirkmeyer, Weld County Commissioners and Colorado Counties, Inc., testified in support of the bill. Ms. Kirkmeyer responded to questions from the committee.

02:20 PM

Committee members continued to dialogue with Ms. Kirkmeyer regarding child welfare allocations.

02:28 PM

Representative Beckman gave concluding remarks on her bill.
