Representative Hooton, co-prime bill sponsor, presented House Bill 17-1137. Under current law, any report that is required to be submitted to the General Assembly by an executive agency or the Judicial Department expires after three years, unless otherwise specified in statute. Recommended by the Statutory Revision Committee, the bill:



• repeals the following reports that have no repeal dates listed in the statute, but would have expired in 2017 pursuant to state law:



- Annual Retail Marijuana Report (Joint Budget and Finance Committees);

- Annual Report of Liquor Enforcement Actions (General Assembly);

- Quarterly Report on Conservation Easement Tax Credit (Joint Budget and Finance Committees);

- Annual Report on Special License Plate Fees (General Assembly); and

- Annual Emissions Quality Assurance and Enforcement Issues Report (Transportation Legislation Review Committee);



• adds a repeal date to coincide with the three year expiration for the following reports:



- Annual Report on Electronic Benefits Transfers (Health and State Affairs Committees); and

- Annual Report on Exceptions Processing at the Division of Motor Vehicles (Transportation Legislation Review Committee); and



• removes the requirement that the following reports be sent to the General Assembly:



- Monthly Statements of Lottery Revenues, Prize Disbursements, and Other Expenses — now Governor only; and

- Annual Report of the Colorado Lottery — now Governor only.
