concerning increasing stakeholder participation in the lawmaking process
through the early publishing of bills. The bill creates a mechanism for
legislators to publicly share drafts of legislation prior to the official
introduction of bills. Representative Luck provided a handout (Attachment

24-1048, concerning the creation of a state tax expenditure and grant opportunity
database. The bill requires the Department of Revenue to create and maintain
an online database that includes information on all qualifying state tax
expenditures and state grant opportunities, including any grant funded
by state money or administered by the state. The co-prime bill sponsors
provided a handout to the committee (Attachment G).
