HB19-1207 - Referred to the Committee of the Whole

Representative Roberts introduced House Bill 19-1207 concerning a requirement that motor vehicles meet traction-control standards for winter conditions.  The bill sets a minimum standard for tires and requires traction equipment in a vehicle traveling I-70 between Dotsero and Morrison between September 1 and May 31.  Current traction control equipment must be used during icy or snow-packed conditions.

Andy Karsian, representing the Colorado Department of Transportation, testified in support of the bill.

Mr. Karsian shared statistics about spin outs and crashes during snow storms. He displayed a map showing the location of spin outs and accidents on I-70 (Dotsero to Morrison) during icy and snow-packed conditions.

Greg Fulton, representing the Colorado Motor Carriers Association, testified in support of the bill and provided a handout (Attachment A).

The committee questioned the witnesses about traction control and other Colorado highways. There were also questions about the carrying of traction control equipment in vehicles and traffic infractions. Tourists were discussed, as well as residents driving when snow is not in the forecast.
