Representative Holtorf, prime sponsor,
introduced House Bill 20-1178, concerning increasing the speed limit on
rural state highways where it is safe to do so, and directing the Department
of Transportation (CDOT) to identify these highways.  The bill requires
CDOT to perform a study of state highways in rural areas starting January
1, 2021 and every 5 years after to identify roads to increase the speed
limit to 70 miles per hour without endangering public safety.  The
department will submit the report to the committees of reference at the
General Assembly.

sponsors, introduced House Bill 20-1279, concerning drunk driving law enforcement.
 The bill changes the funding source from which the Colorado Department
of Transportation (CDOT) receives funding for the purposes of local drunk
driving prevention and law enforcement; and department high-visibility
drunk driving enforcement.  The department will receive $2 million
from the General Fund instead of the Law Enforcement Assistance Fund (LEAF).

HB20-1145 - Amended, referred to the Committee of the Whole

House Bill 20-1145, concerning the safety consequences of a driver passing
an official vehicle that displays a warning light.  The bill requires
a driver overtaking an emergency vehicle, tow vehicle, or public utility
vehicle parked on the side of the road to slow down to 25 miles per hour
if the speed limit is less than 45 miles per hour.  If the speed limit
is 45 miles per hour or more the bill requires the driver to slow down
to at least 20 miles per hour less than the speed limit.

HB20-1266 - Amended, referred to the Committee of the Whole

Representative Mullica, prime sponsor,
introduced House Bill 20-1266, concerning the modification of the requirements
for the sale of fireworks for transport by the purchaser pursuant to an
exporter of fireworks license.  The bill eliminates the ability of
exporters of fireworks to sell certain fireworks for transport in the purchaser's
vehicle if the purchaser has a driver license from another state and owns
a vehicle in another state.
 If the purchaser
displays a valid wholesale or retail license number or re-sale license
number certain fireworks may be sold to the individual.
