Representative Thurlow introduced Senate Bill 17-231. Under current law, any report that is required to be submitted to the General Assembly by an executive agency or the Judicial Department expires three years after the first report was due, unless otherwise specified in statute. The reengrossed bill, recommended by the Statutory Revision Committee, repeals several Colorado Department of Transportation (CDOT) reports that have no repeal dates listed in the statute, but would have expired in 2017 pursuant to state law.

Representatives Hansen and Coleman introduced House Bill 17-1299. The bill directs the Transportation Legislation Review Committee (TLRC), by December 1, 2017, to hold a hearing on the potential benefits and costs of requiring the Colorado Public Utilities Commission (PUC) to determine targets for the amount of energy storage systems that electric utilities should incorporate into its electric resource acquisition plans. The bill defines energy storage systems as commercially available technology capable of absorbing energy, storing it for a period of time, and dispatching it in a prescribed manner. The PUC would determine targets for all utilities subject to Colorado's renewable energy standard. Representatives Hansen and Coleman answered several committee questions and distributed a handout to the committee (Attachment D).

Representative Hansen introduced House Bill 17-1225. The bill directs the TLRC to conduct a hearing before December 1, 2017, on the effects that participation in a regional transmission organization (RTO) by Colorado retail electric service providers would have on:
• retail electric service providers, whether or not they participate in the RTO;
• Colorado's electricity markets; and
• ratepayers.
This bill defines an RTO as an independent electric transmission operator providing wholesale transmission services to more than one retail electric service provider within a region, which pools transmission assets into a single electricity transmission market from which participating retail electric service providers may purchase wholesale transmission services.
