Senator Coleman,
Chair, made opening remarks.




Hamza Syed, Legislative
Council Staff, presented on the Commission's roles and responsibilities
(Attachment A). He also discussed the required study and economic analysis
the Commission will oversee.




Committee members
asked questions about collaboration, feedback, time frame, and parameters
for the study and economic analysis. Additional questions were asked about
identifying the associated contractors for the project.

Dawn DiPrince, President/CEO
of History Colorado, provided an overview of the commission and the partnership
with History Colorado pursuant to provisions in Senate Bill 24-053. She
explained that History Colorado is required to study the ongoing effects
of slavery and subsequent systemic racism on Black Coloradans that may
be attributed to practices, systems, and policies of the state.  The
commission is to assist with this effort and contract for an economic impact
study.




She also briefed
the committee on hiring researchers for the study and associated qualifications.
 Timelines and deadlines were also explained.  Further discussion
ensued about the money raised for the commission and study.




Ms. DiPrince next
discussed community engagement, partners, and collaboration. She distributed
a handout about redlining and dislodging homeowners in Denver (Attachment
B). She continued to discuss Colorado's racial  history and mentioned
Green Book sites.

asked questions about other states that have similar commissions. Discussion
followed about California and New York.




Ms. DiPrince answered
questions about timelines and sequence of the project. Further inquiries
were made about researcher qualifications.

about content to include in the report.

migrations and culture and how to incorporate that in the report.

The Colorado Senate and House of Representatives will not convene on Monday, January 20, 2025 in observance of Dr. Martin Luther King Jr. day.

The effective date for bills enacted without a safety clause is August 6, 2025, if the General Assembly adjourns sine die on May 7, 2025 (unless otherwise specified). Details
