Kurt Morrison motioned that Representative Lontine continue to serve as Chair of CBAC. Danielle Oliveto seconded the motion. 01:38:28 PM There were no objections to Representative Lontine continuing to serve as Chair of CBAC. Representative Lontine will continue to serve as the CBAC Chair. 01:38:52 PM Senator Moreno motioned that Lois Court be selected as Vice Chair of CBAC. Mr. Morrison seconded the motion. Lois Court was selected as Vice Chair of CBAC. 01:39:29 PM Lois Court thanked committee members. 01:39:57 PM There was a discussion about new members. 01:40:24 PM Jeanette Chapman, representing Legislative Council Staff, provided information about the committee budget (Attachment A). 01:41:52 PM There was a discussion about visitor services sales. 01:43:25 PM There was a discussion about the budget for Mr. Brown's Attic. Members indicated that the Executive Committee of the Legislative Council should be consulted should a budget increase be considered. The committee members discussed the new display case and the effect on sales. Visitor Services staff will provide an update in November. Ms. Chapman pointed out the 2019 expenditure for the water bottle fountain. The committee members discussed consideration of another water bottle fountain, perhaps on the second or third floor. Legislative Council staff will research installation and costs for the second fountain. She stated that she started fundraising with a goal of $15,000. Representative Lontine indicated that Representative Hooton will assist with fundraising efforts, including a Go Fund Me page, contacting potential donors, and creating a fundraising letter or video. Representative Lontine added that Creative Industries will facilitate donations and pay the artist. Additional costs outlined by Representative Lontine include: set-up of a website and recording donations by Creativity Lab for about $1,000; and painting of the portrait for $11,000 by Sarah Bordman. Representative Lontine indicated that Ms. Bordman has painted several portraits in the collection. She added that there is a frame for the President Biden portrait, but additional funds, perhaps from current fundraising efforts, will be needed to frame future portraits. 01:53:16 PM There was a discussion about how the presidential portrait became a fundraising project for legislative members. Georgianna Contiguglia elaborated that the first set of portraits came from the artist, although there is no information about whether or not they were donated. She stated that the original artist died and some time passed between the initial donation and the President Obama portrait created by Sarah Bordman with a donor member of CBAC paying for the project. There was no recollection of fundraising for the second set of portraits. 01:56:25 PM Committee staff talked about the President Clinton portrait, including that the portrat was not included in the first group of portraits, but was on loan and then donated. Ms. Chapman state that the decision was made that the party who won the presidency would fundraise for the portrait. She added that this same practice is used for the Governor portraits. 01:57:52 PM The committee discussed the President Clinton portrait, a duplicate from the Clinton Presidential Library and Museum. A member indicated that the committee paid for shipping only. Several committee members expressed that the state should pay for the portrait. The committee decided to revisit the issue after the current portrait is completed. 02:00:29 PM Ms. Chapman provided an update on the Civil War statue. The committee decided that the future home of the statute will be discussed at the November meeting, while History Colorado will store the statue until a permanent home is found. 02:03:23 PM April Bernard, representing Legislative Council Staff, provided information about framing an election certificate for display (Attachment B). Ms. Bernard provided background, indicating that the document contains the name of one of the first women legislators in Colorado and was donated to the General Assembly by a private party. She stated that the document was damaged during restoration, marring information on the certificate. The committee discussed further restoration of the certificate with History Colorado assisting with the possible addition of names of legislators elected at the time. Kara Veitch, Executive Director of the Department of Personnel and Administration (DPA), suggested that the Office of State Archives look at the certificate. The committee decided that Legislative Council Staff will speak with the State Archivist about the certificate. 02:13:32 PM The committee decided that the item will be tabled until the State Archivist is able to look at the certificate. 02:14:07 PM There was a discussion about contacting organizations that support women candidates to talk about the certificate and to get ideas for a possible exhibit. 02:14:54 PM Richard Lee, representing the Department of Personnel and Administration, provided an update on the General Maurice Rose Statue. He indicated that a location was selected, south and west of the Liberty Bell and that an architect and engineer still need to be selected. He indicated that there will be another update at the November meeting. He also shared that the group creating the project would like to install the foundation for the statute by the end of April, with the statue itself being installed next summer. Ms. Veitch provided a presentation (Attachment C). She stated that a Homeland Security assessment suggested best practices for security improvements. She went on to outline the recommendations, including: enhancements to windows, doors, landscaping, and bollards. Ms. Veitch indicated that window enhancements are under way; and ground floor metal doors are in the design phase and include additional restoration. 02:19:57 PM Ms. Veitch indicated that landscaping is complete and lighting is underway, while the bollards and fencing are in the design phase. There was a discussion with Chief Matthew Packard, representing the Colorado State Patrol (CSP), about the need for bollards, which is a best practice around the world to deter a vehicle intrusion. Ms. Veitch talked about the bollards surrounding the building and that they are historically appropriate. 02:23:16 PM There was discussion about fencing around the Capitol quadrant and Lincoln Park. Chief Packard talked about the fencing that is recommended to keep people off of the grass and from behaving in an inappropriate manner. He stated that the fence also provides the ability to close the area and create a buffer to keep the building secure after hours. In addition, the chief said that the fencing may assist with filing criminal charges when a person has acted inappropriately or trespassed, but will not block access. 02:25:35 PM DPA showed a video about the appearance of the fencing. Ms. Veitch presented that the proposed six foot fence will have gates for access. There was some concern about the fence appearing as a fortress and the incorporation of bollard chains were suggested. 02:30:48 PM There was a discussion about the need for fencing around Lincoln Park. Chief Packard stated that the fencing will allow for the park to be secured after hours. He stated that while the park will be open for events, access may be controlled in the case of security issues. Ms. Veitch indicated that the same fencing will be used around Lincoln Park and the Capitol quadrants. The members talked about continuity of design for the historic area and DPA indicated that they are coordinating with other governmental entities in the area. The committee discussed that the proposed fencing looks different from the fencing in Civic Center Park. 02:34:17 PM There was a discussion about separating the fencing into two parts, Lincoln Park fencing and Capitol quadrant fencing. There was some concern about a fence around Lincoln Park and a discussion about camping in the park, with the discussion including securing the park to increase safety. 02:41:30 PM Chief Packard expressed that there was some damage to the memorial in the park and indicated that crime can increase after hours when it is dark. He stated that the fence helps signal that the park is closed and deters criminal activity. He also noted that the State Patrol has responded quickly to anyone trying to camp in the park. 02:43:38 PM Chief Packard suggested that patrol staffing levels can be maintained to deter issues in the park during the interim, however sustaining the staffing during session could be problematic. The chief stated that CSP has a good partnership with the Denver Police Department and the fencing will assist with their efforts. 02:47:50 PM A member suggested that the City and County of Denver should be involved in the conversation about Lincoln Park. 02:49:24 PM DPA asked the committee to decide which fencing should be used to create a life size model. 02:50:06 PM The committee discussed the various options for fencing and bollards. 03:00:24 PM The committee agreed that a mock up fence using option four fencing with the bollards from option one fencing should be built. The committee decided that the ballustrades that are not full length be removed from the panel and the fencing include the decorative tops in option four fencing. There was a discussion of the decorative quality of the fence. DPA will return with decorative ideas.
