07:36 AM -- Vacant Building Demolition Plan
The committee was called to order. A quorum was present. Mr. Matt Becker, Legislative Council Staff, briefed the committee on a potential plan to demolish a number of vacant buildings in the state real estate inventory. Committee members received a memorandum outlining a number of options for executing this plan, prepared by Legislative Council Staff (Attachment A). Mr. Becker responded to questions regarding ongoing maintenance costs for some of the vacant buildings profiled in Attachment A. Discussion ensued regarding buildings slated for demolition at Wheat Ridge Regional Center, and the reasons why demolition of various state buildings is being considered for future capital construction prioritization.

Discussion ensued regarding alternatives for repurposing state vacant buildings or the land upon which they are sited, or reducing the cost for demolishing these buildings. Ms. Kori Donaldson, Legislative Council Staff, and Mr. Larry Friedberg, State Architect, provided input on this discussion. Mr. Friedberg explained how the new capital planning function in his office impacts management of vacant state buildings. Discussion followed regarding the committee’s course of action on the issue.
07:59 AM -- 2016 Capital-Related Legislation to Date
Mr. Becker briefed the committee on legislation introduced or considered during the 2016 session related to capital construction. Committee members received a spreadsheet outlining these proposals (Attachment B). Ms. Esther van Mourik, Office of Legislative Legal Services, provided an overview of a pair of bills profiled in Attachment B. Ms. van Mourik responded to questions regarding stakeholder input on the process for transitioning residents of the Grand Junction Regional Center campus, and sponsorship for the bill concerning this center. Ms. Donaldson noted that the bill would come before the committee in accordance with legislative rules unless this requirement is waived. The committee agreed to waive their review of the bill.

Ms. van Mourik continued to provide input on 2016 capital-related legislation. Ms. van Mourik and Ms. Donaldson responded to questions regarding a bill concerning the Higher Education Revenue Bond Intercept Program. Discussion ensued regarding potential legislation concerning the dollar threshold for requiring approval of certain higher education cash-funded capital projects by the committee.
08:22 AM -- Staff-Initiated Supplemental Request and Project Scope Adjustment
Ms. Donaldson presented two staff-initiated capital requests associated with renovations to buildings in the Capitol Complex. Ms. Donaldson first provided an overview of a supplemental capital request for the Upgrade Elevators, Legislative Services Building project. Committee members received a written description of the project, prepared by Legislative Council Staff (Attachment C).
