Esther van Mourik, Office of Legislative Legal Services, presented potential committee legislation.  Ms. van Mourik discussed a potential committee bill draft related to private entities' use of the state's telecom network [Attachment A].

Committee discussion ensued on how private entities might use the state's telecom network and about House Bill 18-1214, which concerns telecom tower leases on land owned by the State Land Board.

Representative Becker responded to committee questions about the potential bill.

Ms. van Mourik discussed potential committee legislation related to the three-year period for which captial construction requests are available.

Ms. van Mourik discussed potential committee legislation related to controlled maintenance eligibility for projects funded through certificates of participation.

Ms. van Mourik discussed potential committee legislation related to the Governor's Mansion Maintenance Fund [Attachment B].

June Taylor, representing the Department of Personnel and Administration (DPA), came to the table to respond to committee questions about the Governor's Mansion.

Adrian Leiter, Chief Financial Officer, DPA, and Ms. Taylor responded to additional committee questions about the Governor's Mansion.

Kori Donaldson, Legislative Council Staff, and Ms. van Mourik responded to additional committee questions.

Representative Becker discussed potential committee legislation related to the requirements of financial assistance grant applications for the Building Excellent Schools Today program [Attachment C].

Ms. Donaldson and Ms. van Mourik responded to additional committee questions regarding certain costs associated with the potential legislation related to the BEST program.

Bo Pogue and Matt Becker, Legislative Council Staff, presented a proposed travel and interim meeting schedule. Committee members received an 11-year interim travel history and an overview of a tour originally planned for September 2017 (Attachments D and E, respectively).  Committee members commented on the importance of interim travel.  Mr. Becker also discussed a potential June meeting date.
