The committee was
called to order. A quorum was present. Dave Young, State Treasurer,
presented to the committee the annual report on higher education fiscal
health. Treasurer Young was joined by Jim Heath, Debt Manager for the Treasurer's
Office. Committee members received a one-page summary of the report, which
is included as Attachment A. Treasurer Young provided an overview of the
Higher Education Bond Revenue Intercept Program. Mr. Heath responded
to questions regarding the pre-approval amounts found in Attachment A.
Discussion ensued regarding the utility of the Intercept Program, and the
importance of debt management.

Matt Bishop, Legislative
Council Staff, provided updates on the FY 2025-26 package of annual capital
requests. Attachment B reflects changes from the December request list.
Mr. Bishop also encouraged the committee to be mindful of the February
15 capital prioritization deadline. Mr. Bishop responded to questions regarding
the rescoping of the History Colorado Latino Heritage Museum project, and
the funding of the Department of Corrections Limon projects.
