Presentation on the Executive Committee Policy on Remote Public Testimony - Committee Discussion Only

Deputy Director Elizabeth Burger, representing Legislative Council Staff, presented to the committee on the General Assembly's remote testimony policy (Attachment A). She responded to questions from the committee as they discussed the possibility of allowing the public to register to testify after a bill hearing begins, regardless of the whether they are in person or remote.

Presentation on Long Bill Appropriation Recommendations - Committee Discussion Only

Director Natalie
Castle, representing Legislative Council Staff, presented to the committee
about Long Bill appropriations recommendations to the JBC (Attachment B).
These include a Blue Book appropriation, a property tax audit appropriation,
and the school finance cost of living study. The chair indicated that the
vote on this matter would be delayed until Minority Leader Pugliese could
join the meeting.



Presentation on Budget Decision Items - Committee Discussion Only

Director Craig Harper,
representing the Joint Budget Committee Staff, presented about budget decision
items including employee compensation common policies (Attachment C).  He
focused on premium increases for health, life, and dental insurance, as
well as an across-the-board 2.5 increase in employee salaries.  He
also spoke about short-term disability insurance, paid family and medical
leave insurance, and PERA.

Director Harper continued to explain the information in Attachment C. The discussion turned to parity with the executive branch.



Google Workspace Implementation - Committee Discussion Only

Deputy Director Manish Jani, Director Castle, and David Holder, all representing Legislative Council Staff, came to the table to discuss the Google Workspace migration and decision items for the Executive Committee in that area (Attachment D). Director Castle spoke about a number of settings that require decisions and spoke about the pros and cons of several of the items.

Director Castle responded to questions from the committee about district Google accounts rather than giving aides full access to member accounts.

Deputy Director Jani spoke about access to data and privacy concerns.
