Policy on Remote Public Testimony - Committee Discussion Only

President Coleman
called the meeting to order and invited Elizabeth Burger, Deputy Director
of Legislative Council Staff (LCS), to review the proposed changes to the
public remote testimony policy, which can be found as Attachment A. She
reviewed the three options for policy changes and committee members made
comments on the various changes. President Coleman stated that the committee
would not take a vote on the proposed changes until next week.

Natalie Castle, Director,
and Manish Jani, Deputy Director, LCS, reviewed the Google workplace implementation
proposition and decision items. They distributed several documents which
can be found as Attachments B and C. Committee members made comments.

Craig Harper, Director
of the Joint Budget Committee staff, reviewed a memorandum pertaining to
employee compensation, which can be found as Attachment D.

 Motion I move to direct the nonpartisan agency directors, the Secretary of the Senate, and the Chief Clerk of the House to include a place holder for employee salary increases in their respective agency budgets consistent with the recommendations the JBC Staff made to the Joint Budget Committee on January 24, 2025, with the understanding that the Executive Committee will revisit this decision following the Joint Budget Committee’s action on this matter

Presentation on Interim Committees - Committee Discussion Only

Deputy Director Burger
spoke to the committee about interim committees and reviewed the 2025 interim
committee memorandum, which can be found as Attachment E. She provided
an overview of the various types of interim committees and pertinent sections
of the memo. Ms. Burger answered questions from the committee. Committee
discussion ensued.



Additional Budget Decision Items - Committee Discussion Only

Director Castle reviewed
additional budget decision items and distributed several documents, which
can be found as Attachments F through I. Deputy Director Burger discussed
letter and resolution interim committee budget requests. Director Castle
discussed the budget for the Colorado Youth Advisory Council. Director
Castle and Deputy Director Jani presented the information technology budget
request. Their slides can be found as Attachment J. Director Castle spoke
about digital accessibility.

Director Castle and Deputy Director Jani answered questions from the committee about the use of Artificial Intelligence.
