Ed DeCecco, Director, Office of Legislative Legal Services, and Anastasia DelCarpio, Staff Attorney, spoke about legislative policies related to public records and email. Their presentation can be found as Attachment A. They reviewed proposed revisions to the General Assembly's policies pertaining to Colorado Open Records Act (CORA), which can be found as Attachment B.

Legislative Department Cash Fund Transfer - Committee Discussion Only

Speaker McCluskie
made comments about a transfer from the Legislative Department Cash Fund
to the General Fund that was approved during a prior Executive Committee
meeting, and recommended that the Executive Committee approve an additional
transfer of 2 million dollars. Committee members made comments.

the General Fund.

 Motion I move that we recommend that the Joint Budget Committee include a $6,338,640 transfer from the Legislative Department Cash fund to the General Fund in the Long Bill Package, which is an increase of $2 million from our previous recommendation.

HR Department - Committee Discussion Only

Ed DeCecco, Director, Office of Legislative Legal Services, and Ben FitzSimons, Director, Office of Legislative Workplace Relations, reminded the committee about their prior discussion regarding additional human resources functions in the legislative department.

The committee discussed making sure that any human resource functions added have no fiscal impact and be within existing resources.
