Senator Kolker, invited Tera Spangler, Superintendent of the Colorado School for the Deaf and the Blind, to introduce the appointee and reappointee to the board: Dahlia Vercher and Meghan Klassen. The Governor's appointment letter can be found as Attachment A. The appointees took turns speaking about their backgrounds about why they would like to be on the board.

Sunset hearing for Early Childhood Leadership Commission - Committee Discussion Only

Senator Kolker invited Alana Rosen, Office of Legislative Legal Services, to provide an overview of the sunset review and bill drafting process. Brian Tobias, Director of the Office of Policy and Research in the Department of Regulatory Agencies (DORA), explained the DORA sunset review process. Mr. Tobias reviewed DORA's recommendations included in the sunset report, which can be found as Attachment B. The draft bill to continue the Early Childhood Leadership Commission indefinitely can be found as Attachment C.

Kristina Heyl, representing the Colorado Department of Early Childhood, testified in support of the bill.

a conceptual amendment to add a sunset review of the ECLC in 5 years. Committee
discussion ensued.

presented Senate Bill 25-087, which concerns academic adjustments in higher
education. She provided opening remarks on the bill and distributed a fact
sheet (Attachment D). Senator Kolker stated that after hearing witness
testimony he will be laying the bill over until February 26 at the request
of the sponsor.
