Mr. Cris White, Executive Director of the Colorado Housing and Finance Authority (CHFA), introduced Ms. Cecilia Sanchez de Ortiz and Ms. Julie Brewen, CHFA appointees. Ms. Sanchez de Ortiz and Ms. Brewen discussed their backgrounds and their interest in serving on the CHFA board. The appointment letters may be found in Attachment A. The resumes and applications are on file at the State Archives. Ms. Sanchez de Ortiz and Ms. Brewen addressed questions from the committee. Mr. White also answered committee questions.

Senator Crowder, prime sponsor, presented Senate Bill 16-161. The bill, recommended by the Colorado Commission on Uniform State Laws, requires athletic trainers to be registered with the Division of Professions and Occupations (DPO) in the Department of Regulatory Agencies (DORA), and reinstates the Athletic Trainer Practice Act as it existed prior to its 2015 repeal. The committee received Amendments L.002, L.003, L.004, and L.005 (Attachments B through E, respectively).

Senator Cooke, prime sponsor, presented House Bill 16-1364, which allows a person who has a vehicle registered with any type of military special license plate to exchange it for a standard license plate without paying additional taxes and fees for the current registration period. However, the person is required to pay material fees to transfer military plates for standard plates. Senator Cooke addressed questions from the committee.

Senator Lambert, prime sponsor, presented House Bill 16-1280. Under current law, the Department of Public Health and Environment (CDPHE) licenses air ambulances to operate in Colorado that are accredited with the Commission on Accreditation of Medical Transport Systems (CAMTS). This bill gives the CDPHE additional authority to establish state-level licensing of air ambulances that allows for air ambulance operators to receive a license either by gaining accreditation through an approved organization (such as CAMTS, which is no longer directly referenced in statute) or by meeting licensing standards established by the CDPHE and the State Board of Health. The bill requires the CDPHE to establish rules by December 31, 2017, for the licensing program.

Mr. RJ Hicks, representing the Colorado Motor Carriers Association, testified in support of House Bill 16-1056. The reengrossed bill broadens the records search employed by the Department of Revenue (DOR) to locate owners and lienholders of abandoned motor vehicles. Under current law, only Colorado records are searched in order to locate the owner or lienholder of an abandoned vehicle. Under the bill, the DOR must perform a national records search using a qualified entity that has a national database and that can retrieve records based both on the vehicle's VIN (vehicle identification number) and registration number (license plate).
