The committee was called to order. A quorum was present. Senator Lundberg discussed the Joint Budget Committee (JBC) FY 2017-18 Staff Budget Briefing Summary (http://leg.colorado.gov/sites/default/files/fy17-18-brfsum-12-21-16.pdf). He discussed the budget summary for the Office of the Governor and responded to a committee question regarding a budget request for LEAN training. Committee discussion ensued on current state LEAN programs.

11:19 AM -- Joint Rule 25 Meeting with OSPB
Henry Sobanet, Director, and Erick Scheminske, Deputy Director, Governor's Office of State Planning and Budgeting (OSPB), discussed the Governor's budget request for FY 2017-18 and the budget forecast. Committee members received a copy of OSPB's presentation (Attachment A). Committee discussion ensued on the General Fund transfers under Senate Bill 09-228 and the total FY 2017-18 General Fund budget request.
