Senator Sonnenberg introduced House Bill 18-1291, which continues the Conservation Easement Oversight Commission in the Division of Real Estate in the Department of Regulatory Agencies.  Senator Sonnenberg distributed amendment L.012 [Attachment A]. He responded to questions from the committee.

Senator Sonnenberg introduced House Bill 18-1427, which prohibits a member of the Sex Offender Management Board from receiving a direct financial beneft from the standards or guidelines adopted by the board, including a contract with the Departments of Corrections, Human Services, or Public Safety, or the Judicial Department.

Debra Baty, representing Blue Bench, read a letter from the director of the Colorado Coalition of Sexual Assault, in opposition to the bill.

Senators Kagan and Coram, co-prime sponsors, presented House Bill 18-1418, which clarifies that criminal history may be used to assess qualifications for employment and the issuance of certain license-related credentials rather than moral character; allows the Department of Regulatory Agencies to issue conditional credentials to persons with a criminal history; and requires the collection of data during the sunset review process.
