Senator Court discussed a memo describing opinions from a former Attorney General that state that bills that raise or lower taxes should originate in the House.  Senate Bill 19-060 would provide an income tax credit to teachers for personal expenses on school supplies beyond a similar federal credit.  Senator Court explained that the bill would not receive testimony today as it should originate in the House.  Senator Hill, bill sponsor, responded to the comments.  Committee discussion ensued.

Ms. Sharon Eubanks, Office of Legislative Legal Services, described the office's understanding of the guidelines for how bills are to be considered in the Colorado Legislative Drafting Manual, in discussion with the committee.

The committee discussed whether or not to hear the bill under the rules.  The committee recessed.

The committee reconvened.

Senator Court described the how the committee would proceed.  Prior motions on the bill were withdrawn.  The bill was laid over until the end of the calendar.

Senator Todd, bill sponsor, reintroduced Senate Bill 19-066.  Witness testinomy on the bill took place during the Senate Finance Committee meeting on January 29, 2019.  The bill would create a trust fund for special education for K-12 schools.

Senator Court described Amendment L.007 (Attachment C).

Senator Todd made closing comments on the bill.

Senator Court recommended that committee members review the Colorado Legislative Drafting Manual (available at https://leg.colorado.gov/sites/default/files/drafting-manual-20181218.pdf) as it pertains to revenue-raising bills (Chapter 8).  SB19-060 was laid over until February 5, 2019.
