Steve Derus, Republic Services of Colorado, testified against the bill.  He distributed a handout (Attachment A).  Mr. Derus responded to a question from the bill sponsors regarding recyclable materials.  The bill sponsors responded to questions from the committee regarding the grant funding created by the bill, consumer interest in recycling, and demand for recycled material.

Mr. Moorman responded to questions from the committee regarding local recycling efforts and the impacts of the bill.  Dr. Skumatz responded to questions from the committee about programs in other states and success metrics.  Mr. Moorman also commented on contamination rates.
