Senator Holbert, sponsor, explained Senate Bill 21-030, concerning criminal theft of rental property.  He discussed failure to return rental equipment and reasons why it should be restored as a separate offense. 

Mr Matthew Gershaw, representing American Rental Association (ARA), testified in support of the bill. He discussed rental stores and loss of revenue from unreturned equipment.

Mr Jeff Jackson, representing ARA of Colorado, testified in support of the bill and distributed a hand-out about economic impacts of the  equipment rental industry (Attachment A). 

Jackson Andrew Heesacker, representing ARA, testified in support of the bill.  He discussed the lack of recourse for unreturned rental equipment. 

Ms Maureen Cain, representing Office of the State Public Defender, withdrew opposition testimony based on the amendment.

Senator Lee distributed and explained Amendment L. 001 about rental property theft and restitution (Attachment B).

Senator Gonzales, sponsor, explained Senate Bill 21-192, concerning permitting youthful offenders to be housed in the same facility as inmates who mentor youthful offenders.  She answered questions from the committee about eligibility.

Senators Gardner and Lee, co-prime sponsors, explained House Bill 21-1031, concerning continuing jurisdiction to modify family law orders during the pendency of an appeal.  They discussed a Colorado Supreme Court ruling on family law matters, jurisdiction, and legislative clarification. 

Mr. Dave Johnson, representing Colorado Bar Association, testified in support of the bill. He discussed the Suppreme Court ruling and legislative clarification.
