Senator Gonzales, bill sponsor, presented House Bill 22-1319 concerning dependency orders for an unaccompanied child in federal custody in Colorado. 

Ms Ashley Harrington, representing Rocky Mountain Immigrant Advocacy Network, testified in support of the bill. She discussed family separation and streamlining the dependency process.  She answered questions about family reunification. 

Georgina Olazcon Mozo, representing Rocky Mountain Immigrant Advocacy Network, testified in support of the bill. She answered questions about juvenile court access and jurisdiction.

Mrs. Zarah Levy, representing Colorado Latino Leadership Advocacy and Research Organization, testified in support of the bill. She discussed unaccompanied minors.

Ms. Rachel Kelley, representing self, testified in support of the bill. She explained the child dependency process for unaccompanied youth.

Child Protection Ombudsman Stephanie Villafuerte, representing The Office of Colorado's Child Protection Ombudsman, testified in support of the bill. She explained how the bill allows for the Child Protection Ombudsman to more easily take responsibility for unaccompanied minors.

Ashley Chase, representing Office of the Child's Representative, testified in support of the bill.  She discussed access to necessary court orders.

Mr. Michael Board II, representing Mirror Image Arts, Program Associate, testified in support of the bill. He read testimony from Sean Pollock, which highlighted the financial impacts of restitution to insurance companies. 

Mr. Phillip Roybal, representing Colorado Circles for Change, Founder & Youth Justice Organizing Manager, testified in support of the bill.

Ms. Kiana English, representing Mirror Image Arts, Restorative Theatre Coordinator, testified in support of the bill.

Ms. Kimberly Parker, representing self, testified in support of the bill. She discussed restorative justice and restorative diversion. 

Elise Logemann, representing ACLU of CO, testified in support of the bill. She talked about restitution to insurance companies and interest rates.  She answered questions from the committee about driver's licenses and restitution.

He requested the bill be postponed indefinitely because of overlap or duplicity with other measures. 

Senators Cooke and Pettersen, co-prime sponors, returned to the committee for consideration of amendments on House Bill 22-1326, concerning fentanyl accountability and prevention.  The bill was first heard in Senate Judiciary on April 26, 2022.

Senator Cooke distributed and explained Amendment L.178 that allows for the addition of potential other potent drugs (Attachment E).

Senator Cooke distributed and explained Amendment L.188 about opiod or opiate terminology (Attachment G). 

Senator Cooke subsequently withdrew the amendment.

Senator Pettersen distributed and explained Amendment L. 189 which concerns duplicate language in addition to studies about fentanyl (Attachment H).
