representing the Division of Youth Services (DYS), Colorado Department
of Human Services, introduced himself and provided and overview of role
within the department.

Joseph, representing the Office of Behavioral Health, Colorado Department
of Human Services, introduced herself and provided an overview of her role
within the department.

discussed the the continuum of care for children and youth that are in
the custody of DYS.

Director Joseph explained
that competency is a legal construct that refers to a youth's current capacity
to function meaningfully and knowingly in a legal proceeding. Director
Joseph discussed the updated process for transferring youth to the Colorado
Mental Health Hospital.
