	10:01:02 AM	Director Anders Jacobson, representing the Division of Youth Services (DYS), Colorado Department of Human Services, introduced himself and provided and overview of role within the department. Director Leora Joseph, representing the Office of Behavioral Health, Colorado Department of Human Services, introduced herself and provided an overview of her role within the department.

	10:11:21 AM	Director Joseph explained that competency is a legal construct that refers to a youth's current capacity to function meaningfully and knowingly in a legal proceeding. Director Joseph discussed the updated process for transferring youth to the Colorado Mental Health Hospital.
	10:18:06 AM	Committee members asked the panel questions. Emily Hanson, representing the Colorado Department of Human Services, joined the panel to answer questions. Committee discussion followed about detention operations, commitments, access, services, among other related issues.
	11:29:34 AM	Directors Jacobson and Joseph provided closing remarks.
	11:38:02 AM	Director Stephanie Villafuerte, representing Office of the Colorado Child Protection Ombudsman, testified. Committee members asked Director Villafuerte questions.
