of obstructing government operations to include the repeated calling of
public safety emergency entities without justifiable cause. The bill sponsors
distributed a fact sheet (Attachment A) and explained the need for the
bill.

contempt of court for failure to appear charges in municipal court.  The
bill sponsors discussed that the bill prohibits municipalities from making
failure to appear ()FTA) to municipal court a crime.
