Senator Gardner presented Senate Bill 18-190 to the committee, along with an amendment [Attachment A]. The bill authorizes a board of county commissioners to delegate by resolution any planning powers it has to the county planning commission, except for creating fines and penalties. The right to appeal a planning decision to the board of county commissioners must be retained.

Senators Martinez Humenik and Kefalas presented House Bill 18-1191 to the committee.  Under current law, counties and municipalities may change a speed limit on a local road if a traffic investigation or survey indicates a change is justified. This bill requires counties and municipalities to also consider the following criteria when adjusting speed limits on local roads:

• road characteristics;

• current and future development;

• environmental factors;

•parking practices;

• pedestrian and bicycle activity; and

• crash statistics.
