Representative Mitsch Bush, chair, called the meeting to order. A quorum was present.



09:39 AM -- Presentation from Joint Budget Committee (Joint Rule 25)



Senator Lambert introduced Joint Budget Committee members and staff. Representative Rankin continued by discussing the Department of Transportation's budget request for FY 2017-18. He highlighted a marijuana campaign request. Senator Moreno answered a committee question regarding marijuana use in Colorado. Representative Rankin and Senator Lambert continued by discussing Senate Bill 228 transfers and their impact on the Highway Users Tax Fund.

Representative Rankin continued by discussing the budget request for the Colorado Energy Office.







10:04 AM -- Presentation on Fiscal Notes



Ms. Erin Reynolds and Mr. Ryan Long, Legislative Council Staff, gave a presentation on the fiscal note process. They distributed a memorandum to the committee (Attachment A).

10:08 AM -- Presentation on Bill Drafting



Mr. Jason Gelender, Mr. Duane Gall, Mr. Thomas Morris, and Ms. Jennifer Berman, Legislative Legal Services, discussed the bill drafting and amendment process. Ms. Berman and Mr. Gelender responded to a committee question on the legal status of driverless cars.
