Senator Scott, prime sponsor, presented House Bill 17-1061. This bill, recommended by the Transportation Legislation Review Committee, increases the minimum weight for intrastate commercial vehicles from 10,001 pounds to 16,001 pounds, and requires the Colorado State Patrol (CSP) in the Department of Public Safety (DPS) to adopt rules for vehicles that would otherwise be considered commercial vehicles but for weighing between 10,001 and 16,000 pounds. The CSP may also adopt rules authorizing:

      annual inspections of these vehicles;

      enforcement of load securement requirements; and

      enforcement of coupling device requirements.
