Senators Rankin and Winter, co-prime sponsors, presented House Bill 19-1265. The bill creates a class A traffic infraction for passing a snowplow in a echelon formation.

Senators Winter and Priola, co-prime sponsors, presented House Bill 19-1272. The bill makes property owned by housing authorities eligible to participate in the Colorado New Energy Improvement District program.

Andrew Sand, representing the Colorado Energy Office, testified in support of the bill and answered committee questions.

Senator Winter and Senator Priola, co-prime sponsors, presented House Bill 1260.  This bill requires counties and municipalities to adopt and enforce one of the three most recent versions of the International Energy Conservation Code. 

Susan McFaddin, representing Seven Generations, testified in support of the bill and distributed a graph to the committee (Attachment A).

Christine Brinker, representing the City of Berthoud and the Southwest Energy Efficiency Project, testified in support of the bill and read supporting testimony from the Colorado Energy Office and Conservation Colorado.  Ms. Brinker distributed several letters in support of the bill (Attachments B through L).

John Beltrum, representing the City of Edgewater, testified in support of the bill.

DIanna Orf, representing the Associated Governments of Northwest Colorado, testified in opposition to the bill.

Senator Scott, prime sponsor, requested that Senate Bill 19-051 be laid over.  Senator Winter laid the bill over until Thursday, April 25, 2019.

Senator Priola, prime sponsor, presented House Bill 19-1231.  The bill adopts water and energy efficiency standards for certain consumer and commercial appliances and products and requires the Department of Public Health and Environment to publish the standards.

Mirka della Cava, Senior Project Manager for the Colorado Energy Office, testified in support of the bill.

Patricia Rothwell, representing the Energy Efficiency Business Coalition, testified in support of the bill.

Christine Brinker, representing the Southwest Energy Efficiency Project, testified in support of the bill, and distributed several letters in support of the bill (Attachments M through P). Ms. Brinker answered questions from the committee.

Pete Kierchoff, representing the Colorado Association of Mechanical and Plumbing Contractors, testified in a neutral position and spoke to an amendment.

Ms. Brinker returned to the table to answer committee questions.

Charlie Souhrada, representing the North American Association of Food Equipment Manufacturers, testified in a neutral position and requested that the bill be amended.

Jennifer Brandeberry, representing the Consumer Technology Association, testified in a neutral position and request that the bill be amended.

Senator Winter, prime sponsor, presented Senate Bill 19-239.  The bill requires the Colorado Department of Transportation to convene a stakeholder group to examine the economic, environmental, and transportation system impacts of new and emerging transportation technologies, and make any recommendations.

Morgan Cullen, representing the Colorado Municipal League, testified in support of the bill and distributed a memo to the committee (Attachment S).

Chuck Ford, representing Towing and Recovery Professionals of Colorado, testified in support of the bill.

Travis Madson, representing the Southwest Energy Efficiency Project, testified in support of the bill.

Greg Fulton, representing the Colorado Motor Carriers Association, testified in opposition to the bill.

Andy Karsion, representing the Colorado Department of Transportation, testified in support of the bill and answered questions from the committee.
