Dan Gibbs, Director of the Department of
Natural Resources (DNR), presented the department's 2020 performance plan
using a PowerPoint presentation (Attachment C).

Director Gibbs responded to questions from
the committee about DNR search and rescue funding.

Jeff Robbins, Director of the Colorado
Oil and Gas Conservation Commission (COGCC) continued the presentation
with an overview of the COGCC, its budget, and a 2019 rule-making update.
 Director Robbins discussed the new mission of the COGCC, the different
units within the COGCC, and how the COGCC is working towards implementing
the new rules as required by Senate Bill 19 -181.

Director Robbins responded to questions
from the committee about: well permits, the new COGCC objective criteria,
the air monitoring program within the Colorado Department of Public Health
and the Environment (CDPHE), well inspection employees, the COGCC commissioners,
the status of Colorado in the oil and gas industry, the orphan well program,
the number of wells being permitted per month, COGCC stakeholders, financial
assurances, rule-making updates, the CDPHE health impact study, small operators'
ability to follow new rules, combined rule-makings, the progress of the
COGCC, and the scheduling of the air monitoring rule-making.

Will Toor, Executive Director of the Colorado
Energy Office (CEO), presented on the CEO 2020 performance plan, the CEO
2020 regulatory goals, and an update on implementing 2019 legislation using
a PowerPoint presentation (Attachment D).

Director Toor discussed the changing performance
environment of energy generation, including the economics of solar panels
and batteries, the greenhouse gas reduction goals of the office, and how
the office plans to increase the number of electric vehicles in the state.

Director Toor responded to questions from
the committee about: the utility beneficial electrification programs, incentives
for buying electric appliances, emissions from other countries, public
engagement for developing the office roadmap aimed at reducing greenhouse
gas emissions, new residential construction, increased cost and interaction
related to the Department of Law, commercial building benchmarking and
transparency, and future legislation.

Patty Salazar, Executive Director of the
Department of Regulatory Agencies (DORA), presented on the 2020 performance
plan using a PowerPoint presentation (Attachment E).

Doug Dean, Director of the Public Utilities Commission
(PUC) within DORA continued the presentation with information about the
commissioners appointed to the PUC; the structure of the office; the mission
of providing safe, reliable, and reasonably-priced services; and an update
on implementing 2019 legislation.

Director Salazar and Director Dean responded
to questions from the committee about the social cost of carbon, the workload
of the PUC, and how the PUC is working towards implementing the new rules
from the passage of House Bill 19-1003.
